UPSC Full Form:- UPSC का full form संघ लोक सेवा आयोग या Union Public Service Commission है. UPSC अखिल भारतीय सेवाओं, केंद्रीय सेवाओं और संवर्गों के साथ-साथ भारतीय संघ के सशस्त्र बलों के लिए भर्ती प्रक्रिया को आयोजित करता है.
UPSC (संघ लोक सेवा आयोग ) एक राष्ट्रीय स्तर की परीक्षा है जो भारत की केंद्र और राज्य सरकार के तहत 24 सेवाओं में भर्ती के लिए जिम्मेदार है. संघ लोक सेवा आयोग UPSC Exam भारत की सबसे कठिन परीक्षाओं में से एक है.

What is UPSC || क्या है UPSC?

यूपीएससी Level A और Level B कर्मचारियों की भर्ती के लिए एक स्वतंत्र संगठन (independent organization) है. संघ लोक सेवा आयोग (UPSC) की स्थापना 1 अक्टूबर, 1926 को हुई थी. UPSC की ऑफिसियल वेबसाइट https://www.upsc.gov.in/ है.
UPSC का मुख्यालय नई दिल्ली में है. UPSC देश में हर साल सिविल सेवा परीक्षा आयोजित करता है. इस लेख में यूपीएससी के तहत आने वाले पदों के full form और उससे सम्बंधित जानकारी हम देंगे.
UPSC अर्थात Union Public Service Commission के तहत आने वाले पद
UPSC अर्थात Union Public Service Commission के चयनित उम्मीदवार भारतीय प्रशासनिक सेवा (IAS), भारतीय पुलिस सेवा (IPS) और भारतीय राजस्व सेवा (IRS), भारतीय विदेश सेवा (IFS) आदि पदों पर भर्ती किये जाते हैं. UPSC level A और Level B officers की विभिन्न क्षेत्रों में भर्ती के लिए परीक्षा का आयोजन करता है. UPSC हर साल सिविल सेवा परीक्षा आयोजित करता है.

Union Public Service Commission (UPSC) के कार्य –

संविधान के अनुच्छेद 320 के तहत अन्‍य बातों के साथ-साथ सिविल सेवाओं तथा पदों के लिए भर्ती संबंधी सभी जिम्मेदारियां आयोग के पास है, ऐसे किसी भी मामले में योग का परामर्श लिया जाना अनिवार्य होता है. संविधान के अनुच्छेद 320 के अंतर्गत UPSC के प्रकार्य इस प्रकार हैं:
No.-1. संघ के लिए सेवाओं में नियुक्‍ति हेतु परीक्षा आयोजित करना
No.-2. साक्षात्‍कार द्वारा चयन से सीधी भर्ती
No.-3. प्रोन्‍नति/ प्रतिनियुक्‍ति/ आमेलन द्वारा अधिकारियों की नियुक्‍ति
No.-4. सरकार के अधीन विभिन्‍न सेवाओं तथा पदों के लिए भर्ती नियम तैयार करना तथा उनमें संशोधन
No.-5. विभिन्‍न सिविल सेवाओं से संबंधित अनुशासनिक मामले
No.-6. भारत के राष्‍ट्रपति द्वारा आयोग को प्रेषित किसी भी मामले में सरकार को परामर्श देना

IAS (Indian Administrative Service)
No.-1. It is the most prestigious job in India.
No.-2. The IAS officer is responsible for ensuring that the laws are being framed and lead progress in society.
No.-3. The training of the IAS officer starts at LBSSNA, Mussoorie which lasts for about 2 years.
No.-4. The entire process is a learning and fun experience which polishes and molds them for the future.
No.-5. IAS officers will have to remain active in times of matters which call for their presence.
No.-6. One has to be mentally and physically prepared to fulfill the duties with full zeal.

IPS (Indian Police Service)

No.-1. It is the second most desirable position after IAS.
No.-2. IPS officers are trained at Sardar Vallabhbhai Patel National Police Academy (SVPNPA).
No.-3. IPS officers are appointed at RAW, IB, CBI, etc.
No.-4. IPSC officers maintain law and order in society, pubic peace, and remain alert at all times.
No.-5. Crime doesn’t happen at a specific time, so IPS officers can be called at any time of the day and night in case of emergencies!
IFS (Indian Foreign Service)
No.-1. IFS officers start their training at LBSSNA and move further to the foreign service institute of Delhi to continue with the training.
No.-2. It is one of the prestigious Group A services.
No.-3. Knowledge of India’s policy, economy and affairs
No.-4. IFS officers tackle India’s foreign affairs. They have to represent India at the international level.
No.-5. IFS officers can be posted in any of the listed countries and often provided with heavy security in areas of high danger.

ICAS (Indian Civil Accounts Service)

No.-1. ICAS works under the Ministry of Finance
No.-2. The head of it is the Controller General of Accounts.
No.-3. They are trained in the National Institute of financial management, Faridabad.
ICLS (Indian Civil Law Service)
No.-1. ICAS works under the Ministry of Corporate Affairs
No.-2. The main objective of ICLS is to govern the corporate sector of India.
No.-3. These officers get training on law, economics, finance and accounting.
IDAS (Indian Defence Accounts Service)
No.-1. It comes under the Ministry of Defence.
No.-2. These officers are trained at CENTRAD and then NIFM.
No.-3. The main function of it is to audit Defence accounts.
No.-4. Tt is headed by CGDA and acts as chief account officer to head of DRDO, BRO, and Ordnance factory.

IDES (Indian Defence Estate Service)

No.-1. IDES officers get their training at the National Institute of Defence estate in New Delhi.
No.-2. The main objective of IDES is to manage the cantonment and lands of the defence establishment.
IIS (Indian Information Service)
No.-1. IIS is responsible for the media wing of the govt. of India.
No.-2. The main purpose of IIS is to bridge the gap between the govt. and the public.
No.-3. IIS comes under the Ministry of Information and broadcasting.
No.-4. Officers of IIS work at departments like DD, PIB, AIR, and many more.
IOFS (Indian Ordnance Factories Service)
No.-1. IOFS manages Indian ordnance factories that produce defence equipments, arms, and ammunitions.
No.-2. IOFS comes under the Ministry of Defence
No.-3. Candidates of the IOFS train at the National Academy of Defence production for 1 year.

हर साल लाखों उम्मीदवार UPSC परीक्षा के लिए उपस्थित होते हैं. स्टूडेंट्स के बीच यह काफी लोकप्रिय परीक्षा है, जिसका कारण अच्छा वेतन लाभ और सम्मानजनक पद है.

UPSC भर्ती प्रक्रिया

UPSC परीक्षा में तीन चरण होते हैं Prelims, Mains, और personality tests
UPSC Prelims Exam pattern:-

प्रीलिम्स परीक्षा प्रकृति में एक qualifying चरण है, प्रीलिम्स में प्राप्त अंकों को अंतिम मेरिट सूची में नहीं गिना जाता है. प्रीलिम्स परीक्षा में दोनों पेपर वस्तुनिष्ठ प्रकार के होते हैं. सामान्य अध्ययन II (CSAT) का पेपर प्रकृति में qualifying होता है, आपको दूसरे पेपर को उत्तीर्ण करने के लिए 33% अंक प्राप्त करने होते हैं, प्रीलिम्स परीक्षा में नेगेटिव मार्किंग भी होती है. प्रत्येक गलत उत्तर के लिए 1/3 अंक प्राप्त अंको से कम कर लिए जायेंगे.

UPSC Exam pattern for Mains

UPSC Mains परीक्षा में 9 पेपर होते हैं, जो उम्मीदवार प्रीलिम्स परीक्षा उत्तीर्ण करते हैं, वे मेंस परीक्षा के लिए उपस्थित हो सकते हैं. मेंस परीक्षा के सभी पेपर वर्णनात्मक प्रकार(descriptive types) के होते हैं. दो भाषा के पेपर प्रकृति में qualifying होते हैं. यूपीएससी मेन्स परीक्षा 5-7 दिनों की अवधि में आयोजित की जाती है, पेपर A और B क्वालिफाइंग प्रकृति के होते हैं, उम्मीदवारों को अपने पेपर I से पेपर VII तक प्रत्येक में कम से कम 25% स्कोर करना चाहिए.

UPSC Interview

साक्षात्कार UPSC परीक्षा का अंतिम चरण है. मेरिट लिस्ट साक्षात्कार / व्यक्तित्व परीक्षण और मेन्स परीक्षा के अधर पर तैयार की जाती है. साक्षात्कार चरण के लिए आवंटित अधिकतम अंक 275 हैं, इस प्रकार मेरिट सूची के लिए कुल अंक 2025 हैं. साक्षात्कारकर्ता(Interviewer) general interest के प्रश्न पूछकर छात्र के मानसिक और social traits का न्याय करेगा. कुछ गुण जो वे खोजते हैं वे mental alertness, critical powers of assimilation, clear and logical exposition, a balance of judgment, variety, and depth of interest, leadership, intellectual और moral integrity है.
